Failure of the horn to work in Your Subaru Outback is most probably due to a bad relay. In some cases, the horn itself needs to be replaced. The relay is relatively inexpensive and You can replace it to see if that fixes it. If the problem still persists then the horn should be replaced. Horns are usually electrically powered and a failing horn will emit lower sound intensity. In some cases, a distorted sound is also produced when the horn is pressed, indicating a failure of the horn. The average cost for a Subaru Outback horn replacement is between $130 and $150, including both the installation charges and price of parts required.

Unfortunately I don't have an answer to your specific issue, but should add to the possibility of it being the Clock spring. I have just been quoted A$915 to have it replaced/ fixed. Surely this is a failure on Subaru' part and should be part of a recall. Anybody else having issues with their horn not working, or been told the same thing?

My horn stopped working on my 2015 Subaru. It did work intermittently and I'm thinking its when the wheel is really turned while backing out.

If the horn is not working properly in your Subaru Outback first check fuses then look for corrosion on the electrical connectors attached to the horn's assembly.
