The cooling fan relay or fan control module in a 2013 Volkswagen Jetta is integrated into the cooling fan. The entire fan assembly needs to be removed to get it out and tell them with four T-30 torx head bolts. There at two bolts on each side of the fan housing, the top two can be removed from above but the lower two can only be removed from under the front of the car. The lower passenger side bolt is easy to get to, but the belly pan has to be removed to get to the drivers side bolt. The belly pan is held on with eight T-25 torx head bolts. Disconnect the electrical connector and slide the fan down to remove it. The relay is on the larger of the two fans, and the entire fan needs replaced. There are two electrical connectors that need unclipped and three 10-milimeter nuts that need unbolted.

The 2013 vw jetta cooling fan relay can be found on the fuse box under the instrument panel on the driver's side footwell.
