The wrench light on a 2007 Ford Explorer means that it is time for a service on the vehicle. Usually it will be something simple like an oil change, but could be more involved like a transmission fluid change. It is impertinent to always keep up on the maintenance with Your vehicle. Keeping Your fluids changed is the best way to make sure that Your SUV will last a long time. When Your vehicle gets serviced it also gets inspected which allows a technician to look at all the components and make sure that nothing is wearing out. It is easier to replace parts if You catch them failing rather than replace them when they fail and could damage other things.

I had my transfer case and transmission replaced and three days later the 🔧 light came back on but my Ford Explorer is not having the rpm surge problem and it's running good so what could be causing the 🔧 light to come back on

This means the Explorer requires maintenance. With an OBD-II reader the exact potential malady can be pinpointed.
It indicates a drive train problem, usually requiring service. Especially if you are having rpm and shifting problems. It could be as simple as a Throttle Position Sensor, or as costly as Transmission issues that get quite costly.
