The 2019 Highlanders tire pressure display can be triggered with a switch found underneath the steering wheel, towards the right hand side. It can be found within the instrument panel, and should read TPMS. Hold this button down until You see the TPMS indicator within the panel flash on and off three times. Once these blinks have passed, wait a few minutes and then, turn the car on. This should give the car enough time to record and display the tire pressure. If You want to reset the TPMS monitor, just take the vehicle out for a short drive after following the same steps. Around fifteen to twenty minutes should be sufficient, after which Your tire pressure display should be reset.

The display is on the dash board and you do have to scroll through the menu to do that.

There is no tire pressure PSI display on the 2019 Highlander. There is only a warning indicator that will trigger "if the tire pressure drops below a predetermined level". After fixing any tire problems and setting the tire pressure to the correct levels you press the "SET" button (located to the left of the steering wheel and under that dash panel, you need to get down on the floor to see this) until the warning indicator blinks slowly 3 times. I'm not sure why Toyota does not show you the actual PSI like most other manufacturers. All the hardware is in place for TPMS and all they would need to do is add some programming to the MID module.
