The traction control button on the 2016 Volkswagen Jetta is going to be located on the small instrument panel on the steering wheel itself, and is usually labeled as VSC. You'll want to push and hold this button down for at least three seconds, which will turn off both the TRAC and VSC. You should see indicators confirming both are off illuminate in the instrument panel. Why would You want to turn this off Well, the point of it is to stop Your wheels from spinning when You're in mud or snow, but this can actually get in the way of You clearing out of these places. Also, if You're doing a bit of drag racing, You're going to want to have those wheels spin a bit.
