The 2007 Honda Civic's ECU is responsible for managing the vehicle's electronics and engine function. The ECU fuse can be compromised if there is a significant drain on it. A failing fuel pump can cause the engine to overheat and blow the ECU's fuse. To locate the Civic's main electrical plug look under the hood in the engine compartment electrical plug box. It should be on the driver's side of the bay next to the firewall. The Backup Memory/ECU fuse should be clearly labeled on the flip side of the box' plastic cover. It is normally in the upper right corner of the box. Using a "puller" remove and wait 15 minutes and then re-insert if resetting the engine control unit. Next turn the car on and let it idle for 15 minutes in park without depressing the gas pedal. Turn the ignition off and on again and drive the vehicle for 30 minutes to complete the re-learning process.
