The starter relay in a 2004 Honda Civic can be found in the main power distribution fuse panel that is located under the hood. This fuse panel controls all of the major electronic components in Your vehicle and sends it out to the accessory panels as well. If You look at the cover on the panel it will let You know which one of the relays is for the starter. If Your vehicle is not starting the first thing that You should do is try to jump start it. Jumping the car can help determine if it is a starter problem or a battery problem. If Your vehicle does not start with a jump then the next thing to do is check the starter motor and relay and make sure that they are working.
