If this doesn't help, You may need to look to Your valve train components, like the lifters, rockers, camshaft, and cam adjuster. You may also have an issue with Your oil pressure sensor, and therefore aren't getting an acceptable oil pressure. Worn lifters are inconvenient, but if Your Outback is high mileage, it's possible that it's a problem You need to learn to live with.
